In late 2017, the Themiis Institute undertook the assessment – scheduled to be completed in May 2021 – of the Defence component of the 6-year, €25M security reform support programme (PROGRESS) signed in May 2015 by the Government of DR Congo (Democratic Republic of Congo) and the Delegation of the European Union to DR Congo.
The purpose of this institutional support programme is to support Congolese civilian and military authorities in the design and implementation of army reform processes. The mid-way assessment Themiis was contracted to perform had been scheduled at the inception of the programme.
The Themiis Institute also created and oversees a High Academy for Military Administration Studies (Ecole supérieure d’administration militaire or ESAM).
At the request of the Congolese authorities, we designed and implemented a training programme for future national military administrators at the High Academy for Military Administration Studies in Kinshasa.
This programme is aligned with and belongs to local SSR (Security Sector Reform) goals. It is aimed at providing the country with an administrative body experienced in international best practices for scheduling and managing financial, human, general administration and support resources. Other subjects are also covered, including international public law and other general principles in national rights pertaining to Defence and Security.
